The idea of putting on the hazards is intended for races that are 1/4 and set up for cash. The idea behind it is to let the people that are waiting at the starting line know who won. Sometimes people put side bets on and there is not always someone waiting at the finish line to see who won, so the driver uses his hazards to singal a win. And NO it is not a ricer thing, its a true street racing thing.
