i have seen RSX's run 14's stock though

You could probably start out of the race in 5th gear and still beat him. I'm pretty sure he's just screwing w/ you saying he can beat you. Either that or he's the most ignorant car person in the world.

Both cars are practically the same thing but if one of your friends runs a 9.4 in an RSX with an intake which does almost nothing then I would consider that car ever so slightly faster than the Si although the drivers skill could also affect that.
Either way it doesn't matter because the OP would completely destroy one. Nothing short of a big @$$ turbo is going to help the SI now.

Be carefull and make sure he really is stock. I saw a civic tonight run a 12.5 @ 126. He couldn't get any traction through the first 3 gears but when he hooked up, he was gone! Then again, this guy had a rebuilt engine and a t-67 turbo.
Go race him and put a few busses on him. Just buy the cheap gas before your race so you don't waste money whooping him.
