It's called CAGs and can be defeated with a plug that you can get in a number of places. However, I deal with it by just shifting form 1st to 3rd under light throttle.

There's a skip-shift eliminator that you can pick up relatively cheaply for $15 or so. Check out www.LS1GTO.com for more information...those guys know their stuff.
