they're meant for noise restrictions only. they open at 3500rpm and will stay open 2 seconds after you go under 3500rpm
Like others have said, the butterfly valves are strictly for noise reduction. Remember, The Corvette has to appeal to a wide range of people. Some guys like noise but after a while it gets kinda annoying. The car is very quiet...below the set rpm point. But once they open...things start sounding pretty good. Especailly on the inside of the car..

i was actually just thinking about something today..
if my exhaust were stock, I"d probably have things on my car that I need to fix...

+1 on the valves. The stock C6 without the NPP exhaust is extremely quiet and you can barely hear it. The mufflers on these things are HUGE!!. That is why I went with my Borlas but it is almost too loud...........nah
