Just like with anything else, if enough money is thrown at it, it can be fast. But most are usually just given body mods, cold air intake, and a muffler. So usually, as long as your car is running right, you can beat them. To make most civics "fast" generally requires a motor swap along with boost. Basically, they are slow as hell without major modifications, but there are always a few out there that will suprise you.
