Default svo overheating

I have an '84 SVO that has an overheating problem. New radiator, water pump, thermostat and hoses and the car is still overheating. It has a water cooled turbo and today I did not let the turbo spool up and the car did fine. Any ideas?

My fan stopped working 2 days ago and my car almost over heated. You should check your fan, If it wiggles a lot, the bearing in the back might be missing. Thats what happend to mine, it just rattled around for awhile till it broke. If not it could also be the fan control which is under the steering wheel by the pedals. Its black box thats about 3 inches long with a white plug in it with some wires of course. sometimes it could get hot and melt together. Just someting I would check.
