Are MIL eliminators still needed with a high flow catted x pipe?

I'm still not sure. I've been looking at pypes because thet are cheap but BBK or Magnaflow is what I want. I was told off roads are great but I'm concerned about sound levels in a vert. My neighbor has a 91 GT vert with off roads and he does not like the noise level when driving. I know no matter what I use it will be louder than stock.

I will add cat back and CAI at a later date. There is no emmissions in FL so options are plentiful. I also have a post under 96 mod questions here hoping people will help me decide.
