i talked to my previous owner and found out that anyone who has this setup where the crank pulley has a small pulley and then a big unused pulley has an underdrive set on. the large outter pulley previously thought to be a blower pulley is actually the stock crank pulley mounted on top of the underdrive piece for dampening.

 

Yeah, it's called a piggy-back underdrive pulley setup. Garbage, but better than stock I suppose.
