The UD pulleys help you take advantage of the HP you already have. They decrease the unnecessary rotations of your accessories by 25%. It gives you back HP you already have. Your accessories are over driven and can be ran with "less rotations" giving your HP back to the rear wheels.
The pros of gears are an increase in torque. the "seat of the pants" feel. The cheapest mod you can do for the money. The con would probably be MPG. I have heard as much as 1 MPG for 4.10 gears. Usually gears are the 1st recommended mod for those in search for lower ET's.

U/D pullies would effect your cooling too though. Why not an electric water pump?

there isn't much more that would be worth the money in my opinion.
You must haven't had any personal experiences with LT headers then. They will add 15rwhp!!! They will help you on that low end grunt the 96-98 motors so eagerly desire. Also, you need to lose those 3:73's for any increase in g-forces. I am in the same boat. I went with 3:73's with my NPI engine and loved them. I went with them because I didn't want to be screamin on the highway, but they just aren't enough for the Cobra motors. Also, you have auto, I would have went with 4:10's with the nPI anyways. I would say buckle doen and get some 4:30's for an auto tranny as I'm gonna swap in some 4:10's for my 5spd. 2900rpms at 80mph With LT's and Magnapacks here I come...lol
I am also debating U/D pullies even though I'm a big hater on them. They are proven to add 10-12rwhp on the cobra engines. Also, what dyno did you use, those numbers look a little low. Those should be stock numbers! I'll crap if my car does that. I'm hoping for 300-310rwhp after my U/D pullies.
Don't waste your money on a T/B as there is plenty of air for the stock t/B to flow. The stocker is good for s/c units!
With the 4:30's I would say you could port your intake. shorten the runners up a bit. You can find them done on ebay for less han $500
if he is gonna do the LTs himself than yeah, go for it. but if your gonna have them installed i don't think $1200 is worth 15whp

Yeah def. not worth to have LT's installed by someone else! Also, don't forget that LT's are more for Torque than HP. I said HP gains cuz that's what everyone wants to hear. I'm willing to bet on a dyno with the Cobra, the gains are 15rwhp and 20ft/lbs of torque

I would just make sure they are a decent brand though. I've heard stories about people wasting cash on pulleys because they went with a crappy brand. I would suggest bbk or steeda. i'm sure theres more good ones some of these other guys know of.
