you cant do it in PA either, but that never stopped me with any of my cars. theres probably just as many people in your area that will do it for you, as there are that wont do it, and if NY OBDII emissions testing is the same as PA, they dont do the sniffer test anymore, so as long as you have MIL eliminators, and they arent going to do (or care about) a visual, then you're in the clear.

I live in the strictest state and I passed . I got the sniffer and the obdII scan then they looked at all my vaccum lines my coldair and exhaust. Then they asked me about why I have a cobra motor in a GT . If I can pass in nazifornia you can pass in NY.Food for thought if you dont like the idea dont do it but there are benefits to be had from an offroad pipe, power, sound and even fuel economy.
