Low boost

Low boost
Let me start off by saying that when I had the car dynoed, my psi went max to 9.99, or if you wanna call it 10. There were no mods done to the car other than a mac intake, the reason it isn't boostin 8 psi.
THE PROBLEM
While in WOT in 1st, it doesn't boost to where it should. Needle stays in the 6-7 area. My RPM also climb slow like. Shift to 2nd and I get near the same results. 3rd gear is where I get full boost and feel the car pulling and pinning me to the seat.
I searched google and found that I may have to have it re-flashed. Other than the intake, I have added a catless x pipe and a bassani catback.
Now my question is, what do you guys think is wrong?
Also, how much will a re-flash run me?
I have no plans in doing any pulley swap at the time.

I'm also running the NGK TR-6's....Re-gap them to 0.032"....Pulley change you will need to get some kind of tune/flash! ....I'm not sure if you have a tuner, but that's the route I'd go...If you're going to use the stock lower, go with a 2.76" blower pulley!

James at RWTD can help you with mail Cobra tunes!

As for the plugs, don't I need to re-gap them only if the car is pullied?
Atleast that is what I have come to learn.
Edit: soon to be pullied.

Tim is right about tightening up the gap. Although you should be fine with the stock gap if you're using the stock upper pulley. I know tuners in CA aren't as plentiful depending on where you're located. Sounds like you have a tuner in mind. Where and who? Assuming your tuner knows his stuff, you will likely get your boost issue ironed out during your dyno tune. And in your case I'd definitely recommend a dyno tune vs. a mail order tune. For obvious reasons. Be sure to buy at least one auxiliary idler if you're going to swap to a 2.93 upper or smaller. I highly recommend the smaller pulley with the dyno tune. You're going to pick up a minimum of 50rwhp. And a HUGE smile. You'll wonder why you didn't do it sooner. :-)
