Mine has a similar issue, but seldom is above 1000 rpm. My service manual talks about a relay that reduces fuel pressure at idle and I can hear a distinctive click just before the engine idles down. I replaced the relay when I was troubleshooting a phantom engine shutdown. It is located in the right glove box/kick panel area. If the idle is going down, I would guess it's working.

You need an IAC restrictor plate. it will reduce the flow of air through the IAC and that allows the engine rpm to drop faster when you release the throttle quickly. Ford use to make iac adjusting plates that went between the IAC motor and the intake.

They don't want you to clean the throttle body because it has a coating that can get damaged.

Tell us more about these plates. I could easily make one if I knew what size the holes were.
