Are offroad pipes legal to drive on city streets? Will they pass inspection every year? Do cops care? Etc.

cops wont know, but they definately WONT pass emissions.

So what do I do ever year? Hafta swap them back out? Or will catted pipes sound just as good? If so, what kind of pipes should I get, since I was planning on Flowmaster 40's with o/r x-pipes.

Does the name OFFROAD pipe sound like a street pipe? No, they are not street legal. They will pass inspections depending on what state you are in. In Cali or MS you won't, but in La and I'm sure a few other states you definately will. All we need down here is brake tags, no emissions test. Cops will only care if you are being loudly obnoxious with it (at least down here). I honestly can't tell you about the last 2 questions because I have no idea where you live, and New Orleans is way different than the rest of the world

Like 02 said, O/R pipes are not road legal in any state, but only a handfull of states like CA, FL, MS, NY and a handful of others actually inforce that law. Now if you live in a state like LA where cops could give a rats *** you can get away with it, but if you get pulled over, don't give them any reason to test you. O/R pipes do give sixers 100% better sound, high flow systems are probably about 25-50% better than stock.

Thanks for the input so far. I started looking around, and found this website for Texas: http://www.txdps.state.tx.us/vi/insp.../item_insp.asp

I'm currently residing in Bell County. Doesn't look like they'll really do anything with it...
