How much will 03 cobra springs drop my 99 v6?

They will drop your car ZERO.
Cobra suspension is different than what the V6/GT cars have. The rear is IRS, so VASTLY different and the springs aren't even close to the same. The front A arms are also different on teh Cobra. Though the springs are the same length, they are a higher spring rate, so you would end up higher than stock in the front.

they would actually fit but they will do the same thing height wise. they will leave it the same or very very possibly raise it up more.

If you are looking for a 'take off' type suspension set up, look into the Bullitt set up you can buy as a kit. It's springs, shocks, struts and sway bars for around $400 or so.
