Default EGR Low flow problem P0401 code

2001 ford mustang V6 70K Miles. I have replaced the EGR valve, DPFE sensor, EGR Solonoid but the code still keeps coming up. The EGR tubehas been removed and throughly cleaned with tube brush and many cans of carb cleaner. Removed upper plentum andintake and cleaned all EGR ports.I have gone tomany sites but all blame the DPFE which I have already replaced (twice).I know the computer can be fooled by some sensors.Could be O2, Temp, or somehthing else be a problem.I hate to do anything crazy because thecar isrunning well except the gas mileagehas dropped to 14 MPG (not heavy foot). From whatI have read there is a link between low EGR flow andpoor mileage (performance). Ran scan tool KOER test and the PCM did cycle the EGR valve. All the vacuum test pass for EGR flow.

Default same problem

I have the same problem! replaced all the parts. I think I might have a vaccum leak, that seems like it could make the EGR valve run incorrectly, right?
