a 4.2 is possible if he has a 5spd. MM&FF tested a 5spd stock 99 when they first came out and with practice they got it to14.97.
a 4.2 can do it but even at low 15's it alot better than 17+sec times.
i agree with lilroush though the supercoupe swap is the best but if he can't find one the 4.2 is next in line

If he wants something with power right out of the box, you're not gonna get anything for under $3000. Even a 4.6 V8. I don't see the point in swapping a whole motor for 40 hp if he goes with a split port. I'm just saying if I were gonna go to the trouble of an engine swap, I'd go with something making crazy power right out of the box, which you can't get for $3000.

if you can't find a supercoupe engine look for a 97+ 4.2L F-150 engine. you will need a 99+ mustang upper intake along with the 4.2L flywheel and balancer and use an 01+ 3.8 oilpan. i can give you links for that also
