If you live in a state that checks visually and with a sniffer, then NO, you will not pass. You are required to have stock or direct stock replacement cats - and the same number of them (4).

Here found something...

http://www.txdps.state.tx.us/vi/insp.../item_insp.asp

Is your vehicle required to be emissions tested?
All Texas registered vehicles are required to receive an annual inspection. All inspections include a comprehensive safety inspection; however some vehicles are required to have an emissions test in addition to the safety inspection.

Texas is tight. I lived there four years with vairous mustangs. It vaires county by county whether or not they make you pass a sniffer, but all do pretty tight inspections. Any aftermarket parts are usually seen - especially when it comes to exhaust and pollution control stuff.

It means you better have a working EGR, all four 02 sensors and all four factory cats in good conditionand hope you pass. The OBDII part means they check to make sure you didn't delete anything (EGR delete, O2 delete etc...)
