I would guess it's because when the wheels are spinning in the burn out there isn't as much friction against them but when you slow the spinning down they are able to catch traction better which means they are trying to grab.
probably because the worst thing you can do when spinning the wheels is to just "stop" you need to "roll out" of the burnout so you dont really destroy anything.
