Default Code Permanently STUCK

Ive had the ABS light, code P2197 stuck on forever, before I had any modifications on the car.
Recently Ive had a brand new exhaust with cats, new LT's, new MAF, new TPS, new IAC, new wires, new plugs, new fuel/air filter, and new coil pack, new upstream o2's. There are no vacuum leaks, and nothing is gunked up or stuck, the TB and cable are fine and Ive seafoamed everything plenty of times.

P2197 is the passenger side oxygen senor (before cat).

No matter how many times I reset the computer or clear the codes its there permanently the minute you turn the key, before the o2 is even heated up in loop to even give a reading. The o2 is responding because the new ones made a hell of a difference in power.

WTF IS WRONG.

Sounds like a bad connection, check the wiring.

its a hard fault if it shows up automatically, unless you didnt leave the battery disconnected for long enough time for it to reset

so if its a hard fault the wiring is messed up, is your o2 extended? if so are they home made?
