speedo doesnt work, replacing cluster?

Default speedo doesnt work, replacing cluster?

My speedometer doesnt work, it is stuck past 120, then jumps to 80 when i guess im doing 40, and goofy things like that. i was told in this forum before that new gauges would fix my problem. Now my question is: Can i just plug the new cluster in, and it works? i was told before that the cluster is wired with the chip in the key, is this true? odometer?
