I spent close to six months chasing the same problem. for me it was in the wiring harness, it had overheated and melted. Check all your wiring, worked for me.

Default 03 Mustang no Dash Lights resolved!

Wwll after changing fuses and dimmer switch all was fine till next day and started blowing fuses again!! Pulled apart dash and checked all wiring harnesses but all appeared ok buT now I had a dead short on the circuit?? Since I had more than half of the dash apart already I deceided to take a look at the after market Radio that was installed in the car and OMG!!! It looked like it was installed by a 5 year old....... there were so many bare wires Im suprised that it did'nt catch fire or something!! Needless to say rewired radio and now all is fine, Thanks so much to all that looked at my thread and those who replied as well..

A happy Dad
who now has a very happy son who
is a proud MUSTANG owner!!

pretty damn easy, check this write up from AM
http://www.americanmuscle.com/mustan...4-install.html

just flip the thing over and get a pair of needle nose pliers and take the dead bulb out

Hey 94V6, not so hard there are two torx head screws that hold the outside panel in place, once removed there are 4 more screws on each corner of the instrument cluster. After removing these screws the cluster can be removed, but be careful to unplug the 2 wireharness. the bulbs just twist out!! Good Luck.
