Like I already said, you need to call Justin at VMP tuning so he can burn you a chip.

Your 1995 does not have OBD-II and does not support hand held tuners, it has the OBD-II plug but will not accept a tune because it is not OBD-II compliant.

i checked on the inside of my hood and it said it was OBD2 certified.that means i could use a SCT tuner right?

Supposedly a few 1995's had OBD-II but not enough for tuners to say 95-04.

My 1995 had an OBD-II port but was OBD-I and would not accept a tune.

I can not say that it will work or not, just because it says OBD-II compliant does not mean that it can take a tune like that. When I bought my 95' I called Diablosport and they said their tuners would not work on my 95' even though it had the port.

Find yourself a friend with tuner and unlock it from theirs and add it to yours and see if the tuner fails or not.

You may (and probably will) find that a hand held tuner will not work for you.
Its just safer to say that you need a chip.

The people I know have camaros. Only one person has a 5.0 fox. Body for sure he won't have one. where is the chip located in my car. And what about when I get other mods will I have to buy a diffrent one.

Well the sure fire thing is to put your EGR system back together, if you have pacesetters without the O2 bung then have one welded in to use your old EGR tube, put cats in and get O2 extenders.

Easy.
