Parking Brake Hanging Up

Parking Brake Hanging Up
As the title says.
My dad took a look at my car today and said that it appears that the parking brake on the passenger side rear was hanging up. He came to that conclusion because he jacked the rear of the car up and spun the tire.
At a certain point there was resistance as he turned the wheel. I think its the rotor is wrapped. but he say that the parking brake cable is hung up because he moved it a little and then the wheel would spin all the way around with ZERO resistance.
What do u guys think could be the problem?

Saw your car is an 02, not sure if you have the same style brakes that I have, but mine have a little spring on the bottom of the caliper. This spring is what makes the pads return when the park brake is released. I broke one of mine off (dont ask how) and consequently I do not have a parking brake.... Perhaps one of your springs is broken or bent?

These are replacemnet calipers that I have. I disconnected the parking brake on the passenger side and will see how it works out. I will be ordering new parking brake cables ASAP being mine has gaps in it and looks like its got a little bend in it.
