Default Wipers won't work

I'm helping my dad sell his mustang - it's a 2003 V6 with only 37K miles on it. I'd like to get it inspected first, however the windshield wipers won't work. The wipers themselves won't move, however the windshield washer fluid will squirt (if it makes a difference).

I've checked the 40amp fuse under the hood, as well as the 30amp fuse near the driver's knee, and both look fine.

The radio was removed from this car, and I need to find a replacement (I mention this because I've heard it shares a ground with the wiper motor).

Any idea where I should start troubleshooting?

Thanks

Check that the wiper motor under the hood cowl is getting power & ground when you try to turn them on. That is where I would start (after checking the fuses of course).
