Default battery light on

My battery light is on in my 1996 mustang and my battery, voltage regulator and alternator are fine, but when i checked the fuse box under my dash, there was this red wire stuck up in one of the fuse sockets like if someone put the wite in there, them shoved the fuse in it, them the wire melted onto the side of the fuse! Would this cause the battery light?

Where does the other end of the wire go to? is the fuse blown?
