IAC or TPS?

Mods: CAI... and I did the IAC trick to drop rpm's during shifting
Lately I've been having this problem that gets progressively worse. Whenever I come to a stop and the car is in neutral, the rpm's don't go down to the standard 700ish. They stay revved up around 1400 and I've occasionally seen it up around 1700. It's as if the car doesn't know it's stopped.
If I turn off the engine, then turn it back on, everything is back to normal. Then maybe a minute later it will happen again.
Anybody know why this may be? Thanks!

I’d clean the IAC valve with some carb cleaner. Its probably sticking. I would also clean the MAF with some MAF cleaner. A dirty MAF can cause strange problems.
If you have access to a scan tool that can read live data (available at most auto parts stores) you can read the TPS sensor’s throttle position or percentage. If you get a different TPS position/% when the problem happens, compared to when it doesn’t happen, then the TPS may be bad.
