Default Ground or Gauge

I have a 2000 Mustang, V6 base.

Sometimes while driving the fuel gauge will drop to zero even with a full tank and the low fuel light will go on. It stays like this for a few minutes then the light goes off and the gauge returns to normal reflecting the correct amount of fuel. When it does this, if I turn off the car and restart, the problem goes away. In addition, the digital odometer display sometimes goes away, but not necessarily at the same time as the fuel gauge issue. Also, a few days ago I noticed that if I rev the engine hard wither when parked or while driving, the dash lights get bright, the gauges all max out then drop to zero and the battery, alternator, and abs lights all go on. When the RPM's return to normal so does everything else.

It has a new battery, new alternator, and new plugs and wires.

Where do I look for this problem and what am I looking for?
Any help would be appreciated.

Had a similar issue when replacing the alternator on a ranger. The voltage regulator was bad out of the box. At higher rpm the alternator was charging the battery at 18 volts. All the electronics were doing crazy stuff too. Got a cheap multi meter?
