2000 3.8L not getting fuel.

Default 2000 3.8L not getting fuel.

Mustang was running great when my son stopped driving it a year ago. With battery charged, and Seafoam in the tank. I can get the engine to run by spraying starter fluid into the CAI. So I know it is getting spark. All fuses good.
When key is turned, I do not hear any noise from the fuel pump.

I get 3 volts measurement to the connector just before the fuel pump (on the rear behind the tank). I would think it should be 12 volts all around. Should I worry about the (lack of) voltage or just progress to the fuel pump replacement? Rodents may have chewed some wires, but I can't tell from the little I can see. How would you guys proceed?

I appreciate any information provided.
