You need to click on the "Go Advanced" button that's at the bottom of each input post box. It should be next to "Post Quick Reply". If you go there and the new forum smileys (which aren't exactly up to par with the old ones IMO) aren't there, you need to go into your User CP on the left side of the blue bar on the top of the screen and adjust a few settings.
