My guess would be decibal sensor. The audio system has a nifty feature that makes the volume speed/ambient noise sensative. As ambient noise drops, the volume comes down. I'd bet that's the sensor for that.

Or, it's a CIA satellite tracking device.

I dont know if its the speed ambient noise sensor because I think that is controlled by what speed you are going. not if there is more noise on the out side because theoretically if you go faster the sound out side get louder there for they increases the sound with the MPH. Just my guess.

And its not a horn of any sorts because its too thin for a horn.

That'd be my guess, without really knowing for sure.
I'd say turn on the car stereo, then yell at the doohickey and see if the stereo volume goes up.
And then explain to any passers-by why you are yelling into your trunk.

I was thinking it was the reservoir for the blinker fluid, or maybe the float for the waternator, but those are made in Finland, not France.
