activated during the wreck.
They pull up any slack in the seatbelt just before the collision...
Whom fixed your vehicle and why were they not replaced then?

They make belts for that as well, or is it straps?
OP, it's supposed to happen when the bags deploy...
Some constructors even make it mandatory to replace the steering wheel, like Mazda and Toyota.
You could always get a used airbag and use the money saved towards the seatbelt...
