it appears from the ford website that the Passive Anti-Theft System is the standard.
I actually couldn't find anything on the site in regards to an active system. Try giving a dealership in the area a call.

On my '11 GT premium, the active anti theft is a $395 option and includes 4 wheel locks

Typically "active" theft systems are optional, but "passive" are usually standard options. Best was stated above, just call the dealership or Ford directly.
