TPC Sensors?

Hi. I was going to buy some new rims/tires off ebay, and it says

These came off my 2007 GT and have the TPS sensors used on 07 Mustangs

TPS Sensors? Does this have anything to do with tires/rims? I didn't think so?

Unfortunately, it does. It's the Tire Pressure Sensor, which is part of anew-ish required system (and IMO mostly intended to save dimbulb do-zero-maintenance type owners from themselves).

That system is supposed to let you know if a tire is becoming underinflated, and these things periodically transmit a pressure reading to some sort of receiver. It sounds like they will at least talk to whatever computer runs that show in your car, but you may be in for recalibrating something if you end up with a tire size that needs a different pressure from what's OE in the 2007 Mustang GT. I'm not sure if tire rotation affects this or not (it probably does, if the system tells you which tire is low), or if recalibration is necessary when fitting them to a different car even if they were marked so that you'd end up putting them all on the same corners as they were on the previous car.

I think at least some systems do not allow full engine power if underinflation is sensed.

A vehicle will have to relearn its tpms sensors every time the wheels are changed or rotated. Some vehicles will relearn the new positions on their own and some have to be reset.
