Default Spacer/hub question

Hello, I am looking to swap out the wheels on my 89 GT from the stock ones to a set of 16X7 wheels. The new wheels have an offset of +43 and a center hub size of 63.3, I assume I will need to space these out for clearance as I believe the factory offset is only +23, but can anyone confirm this? My next question is that assuming I do need to space them, there are 2 styles of wheel spacers that I see, one is a kind that bolts to the existing hub/studs, and then it has its own set of studs built into the spacer that the wheel goes onto. The other type of spacer seems to slide over the existing studs (which I would swap out for extended length ones) and the wheel just bolts on to the hub like normal, does anyone have any preference for one style vs the other? Cost isnt my concern, im mostly interested in safety/strength. My final question relates to the hub center size, which on my car seems to be 63.4. The wheels im looking at claim to have a center hub size of 63.3, but then I look at another store and they claim the hub center is 63.35, which to me could easily be rounded up to the 63.4 like my car claims to have. Is there such a thing as a 63.3 or a 63.35 hub size, or are they all just rounding the same number up/down differently and are in fact the same size.

I appreciate any input you can provide.
