Is that flap thing supposed to be on the stop bolt at WOT and lift up when it needs to bypass or does it go up at WOT and down when it needs to bypass??

Mine goes up at WOT but hines said his looks like his pictures at WOT as well, which implies that the flap is down, not up, at WOT

And I did put on a new belt and it doesn't slip like the first one

I'm pretty sure it has something to do with this stop bolt. I went out this morning and removed the stop bolt, adjusted the nut on it, and tightened it back down with more like, more like Hines S/C...I test drove it and it felt stronger. I'm on my way to get a boost gauge here shortly so I'll be able to get actual numbers and adjust that bolt. I'm thinking about taking it out before I go up there, but since the engine's still hot, I'll probably just make the hr trip with it in place

Glad to hear your getting a boost gauge. Mech ones are cheap $50 or so. Cant you just call up Saleen or the dealer you bought the kit from? Or did you buy used?

Vaccuum holds it up. It drops at WOT to create boost.

well if vacuum holds it UP than there's a problem...mine rests on the stop bolt and when I rev it, it goes up....

Disconnect the vacuum line to the actuator. Plunge the actuator arm into the actuator and plug the port with your finger. If the arm moves back down to the stop bolt then you have a ruptured/damaged actuator. It's ok if it only moves slightly; just not all the way down.

I agree ... the rubber diaphragm in the actuator is probably torn or punctured. You need a new one.

The highest vacuum is when you car is at idle. Did you install the boost gauge? Make sure you have one that reads vacuum as well.

Here is my car at IDLE ....
