Default Parking Brake or Something Else???

Sorry but I still need some help with this and the link that I have been given really isn't helping me any, info is way to vague.

I replaced all brakes on my 05 V6 convertible (front and rear) driver side rear had one pad worn a bit more (outside pad) then the other pad. Caliper looks fine and seems to be operating fine.
I cannot get the e brake to apply. I have adjusted the cable looser and tighter and still nothing.
Is there a cable adjustment at the rear caliper? Any other ideas on how to fix this?
Not sure if this is one issue or maybe 2?
