Default 77% throttle positon max?

Got a matco pro scan plus with datastream. Trying it out while driving and the minimum throttle position got to 14% and the maximum got to 77%. Shouldn't the max be 100%?

Pull of the intake tubing and look at the butterfly and see if its opening fully while someone steps on the gas? my previous car with a scanner was always 100% when i went WOT.-Jon

huh? dont start the car, turn it to "ON" have a buddy press the gas pedal and go out and look. With my car not running but in the "on" position i can hear the butterflies open or close. My dads old intrepid only went 1/2 throttle for the first year till i offered to clean the interior and the floormats were holding up the gas pedal. -Jon

There is no way the throttle actuates when the car is off, does it?
