Nope, it was used just refurbished. got it for 65 bucks shipped to my door and it was in better shape than the rest of my tires.

refurbished means they took the old platform and added new parts to make it useable again. Cleaning it up doesnt make it refurbished.... its probably a retread if it was listed a refurbished

i.e.: if i had a refurbished brake caliper it would mean that i had an old cast with new seals in it. Not a cleaned up used Brake caliper.

you either need to buy cc plates or buy essentric bolts so they can align it the right way since most tire shops are too lazy to pull out on the hub to get all the distance they can.
