Just do what tons of others do. Get an aftermarket, and swap for Smog. I would get a catted X or H, as a lot of cops only know that you are supposed to have cats, not how many. So if you get pulled over and they get nosy, at least you have cats, and it may just get you out of a very expensive ticket.

In California, you need to pass an actual exhaust reading test and a physical inspection of all the emissions related components on top of them plugging into the OBDII port. Its not like some other states that just plug into the OBDII to see if there are any codes.
