I'm not certain on the wiring schematics, but sometimes there are separate blinkers for hazard because there is more power thus, needing a blinker with more resistance in the contacts. the blinker works like a circuite breaker, once it gets saturated the contacts break, but then quickly reconects to give you power agian once they cool. (resistance = heat) Your signal blinkers might just be old, and be dirty/corroded and have more resisitance between the contacts, taking it longer for them to become saturated and break apart.

I know I can take out the flasher for the blinker and the hazzards still work. Plus I know where both flashers are located, it works, there fore I don't want to tick it off and break it. j/k

I haven't tried this yet, but I've been told it can be the problem.
Buy new bulbs and get the cheaper ones, not the Heavy Duty. The HD bulbs supposedly take more charge and cause the turn signals to take longer to alternate.....or something like that. Anyway, mine does it and I'll be replacing them after work one night this week.
