Default pulling codes, issues

ok i know this sounds retarded but im trying to pull codes per http://sbftech.com/index.php/topic,2471.0.html

and it is not working. i've triple checked the direction and connection. all my multi meter does and test light does it just either stay lit or read 12.39v constant, no sweeping, pulsing or anything. WTF? what am i doing wrong? i know its hooked up right.

Did you try by installing the jumper wire between the STI terminal and a ground?....... (bottom RH box of the setup diagram). LUK

how do i read codes in that case? what does it do? is it possible to have no codes for koeo?

By placing a test light (or analog VOM) connected to the battery (+) and the STO terminal of the VIP connector. The jumper between the STI plug and SIGRTN terminal (or ground), is what triggers the self test procedures. You should have at least code 11 (system pass) flashed, if no codes whatsoever are output, that is a problem that requires to be fixed.

&lt\\;P&gt\\;in my OP does it sound like i have a problem? the fact that it just has a constant 12v reading and no pulse?&lt\\;/P&gt\\;
