Default engine throttle

ok,
so recently i have noticed that after switching gears and/or switching to neutral, that my rpm stays at what it was before it stopped (at at least 2k rpms). its not the meter as i can hear the engine.
what could be at fault here? the throttle body?
thanks,
jason
