The bumpers on these cars are notorious for losing their paint. When I had mine redone, the guy had to sandblast it and do it over because the paint wasn't bonding, and would bubble up while drying.

Depending on how bad the paint is peeling and how bad the prior prep work was you can often times take alot of it off with a pressure washer.
