Tach Fluctates and Lack of power under load

***Admin - Plz delete*** Tach Fluctates and Lack of power under load
****update
so i feel like an ***! the issues about the tach and car running like crap under load was because a spark plug boot came off one of the plugs! So admin, feel free to delete thread and i can start up another one more relevant to my other issues!
Car: 1995 gt with 210k miles
so two issues:
1. when there is a load on the engine (i.e. 5th gear, 1000-1500rpm) the car acts funny. it may be a miss or something, im not sure, but the car doesnt seem to pull like it used to and the car shakes until i get the rpms up closer to 2k. this also happens in other gears (i.e. 4th gear around 1000rpm)
2. Tach jumps fluctuates when accelerating/keeping engine rpm constant(going by sound of engine)
I do not know if these two problems are related, I found the car was acting funny and then I noticed the tach. I'm thinking maybe the tach is just on its way out, the speedo seems ok.
actually i lied, one more thing:
3. on an unrelated note, i was driving down the road the other day and i believe the catalytic converter heat shield came off. its a busier road so i couldnt stop and get it, but i drove by again and thats what it looked like. i do some city driving every now and again. should i be worried about replacing it?

potentially highly relevant bit of info I just remembered. my check engine light has been on for a lil while and when i checked the codes, i was getting:
KOEO
111-system ok
Constant Memory
113 - ACT circuit has intermittenly failed above the maximum of 4.6volts
212 - Loss of IDM input to PCM or SPOUT circuit grounded
332 - EGR valve opening not detected.
KOER
314 - Thermactor air system inoperative (left side)
311 - Thermactor air system inoperative (right side)
332 - EGR valve opening not detected.
Regarding the 212 code, i have since replaced the distributor, tfi module, and ignition coil because i was having issues with the car dying out. Would the thermactor/egr codes be possibly relevant? How do I check the thermactor system? I know for the EGR you are supposed to test it with vacuum, but how exactly do you do it?
