Default Constant Control Relay Module (CCRM) keeps shorting fuse

Hello, I am new here. I have a 1994 Mustang GT convertible. I have spent the past 2 months doing a complete rebuild on the engine. Got it started and running until 3 days later it completely shut down on me half way home from work. We towed it home and have searched for the issue for days.

The engine will crank but the fuel pump will not engage when the key is turned to ON. Brand new fuel pump, not even a year old. We KNOW this works because we have gotten power directly to it. We checked the inertia switch and it hasn't been tripped. Then we replaced the CCRM thinking it was shot. Still won't start. We then checked the IP fuel panel and the CCRM fuse was blown. Thinking that was the problem we replaced the fuse only to find it immediatly blown when we turned the key to ON.

We think it is a short, but we have not found any bare wires touching anything. We've unplugged all the connectors underneath the cold air intake and tried fuses. it keeps blowing the fuse so we know it is before the CCRM. We are starting to get frustrated and need any advice we can get. Maybe we missed something?
