Default Low volts at fuel pump

Hi guys, I have read the earlier posts on low volts at fuel pump and mine is a little different. I have replaced the ECM near the overflow bottle (since it is where the fuel pump relay lives) and still only get 8.5 volts at the pump. Also have 8.5 at the inertia switch. It is OBD1 so not much help there with codes. Ford guy has said it is most likely not the PCM as that is just lines of code and not much to fail there. Pulling my hair out. I hate to think I have a wire going to ground somewhere as I do not look forward to crawling around under it chasing wires.....Any help would be GREATLY appreciated
