Question 89 buring rich, PLEASE HELP!

I have an 89 mustang im kinda new to the auto mechanic scene and im getting into all this stuff. It runs rich and lacks performance. I recently found out that the smog pump was removed before i got it along with the cats. Would either of those parts cause it to run rich? if not where is a good cheap place to start? Thanks!

scan it for codes. you will probably see a 21 or ect code this can be caused by 2 different things, a bad sensor or a thermostat that is not in spec. the thermostat is what i have typically found in my years as a ford field engineer. either it is stuck open or the a low temp stat. if you do not have a upgraded ecm/eec computer then put in the stock thermostat and give it a try.PS this will also increase fuel mileage.

I am not sure if anyone has upgraded ecm/eec or what those are XD. How can i check?
