Probably distributor that is in front of engine
Do you have the rubber cover over the wires? I have found with the two
Ford's I own, especially the 4X4 Ford truck, that the rubber cover is critical...I also spray silicone over the cap and wires.
I do not like the front mounted distributors...was GM owner for years and
never had this kind of trouble with the distributor located in the rear.

I don't have the cover.... is there universal ones you can buy? also I took the air breather apart and there was water in it...... it just stormed bad here on my way to work im thinking it was just sucking up rain water... the air filter was wet so I air dried it, cleaned the mass airflow sensor while I was there cleaned out the standing water in the air box and cranked it up ..... its idling fine now... still a little rough I don't know what to do about the rough idle

I have never had a problem with water on the distributor, I have had several ford 5.0l vehicals including trucks . Never had the stock distributor cover on any of them and was never a problem even in the heaviest down pours.
If your getting water up into the stock air box then you need to check and make sure your inner fender covers are in place and not falling out. Either that or you need to slow down when going though large puddles of water on the side of the road. I have a cold air intake with a filter through the fender and never have water get up there. It happens if someone cut a hole in the plastic cover or took it out and either didn't put it back or didn't put it back correctly.

You know, I was having that problem too. In my case it turned out to be the factory recall salt & pepper shaker extension. I tried dielectric grease and it didn't help. I finally just unplugged them and its been fine ever since.
