The funny thing is that HP can be measured at the wheels with a hydraulic BRAKE dyno. The more common wheel dyno is a accelerometer type dyno and hp is calculated from the speed of acceleration. Unfortunately it doesn't usually match BRAKE dyno measurements. Dynos are good tools but we put why too much importance on the numbers when making comparisons because we have nothing else to go by.

Tune, intake, full exhaust + headers, cam and Livernois's heads would probably get you pretty close.
