Default Questions about VAT and plates

Hi all,
I need some help with the US regulations about VAT & license Plates.

I want to buy a car that will be exported, I don't have to pay taxes, correct ?

I want that car to be exported with its license plates (the ones from the previous owner), is is possible ? Each dealer I've contacted stop talking to me when I say "I want the plates" !

When can I "print/get" a license plate with a specific number/text ?

I understood I'll get the title of property of the car when buying it, and I don't want to register the car because I understood register=VAT, correct ?

Someone may come along and correct me on this but I think the plates in the US belong to the owner NOT the vehicle. The plate stays with the person when he/she sells the vehicle. Thats why you never see cars on the forecourt with plates on.
